IMPROVING HIGHER EDUCATION THROUGH FACULTY TEACHING, RESEARCH, AND SERVICE

WHAT IS ACSUP?

An independent association of recognized educators

...serving the educational system with more than 20,000 faculty and 400,000 students which may choose from over 200 degree and certificate programs with the help of dedicated  faculty and staff.

The Association of California State University Professors, ACSUP, has provided over 70 years of service to the members of the State University system. It is an educational and communication network where faculty can learn about and discuss administrative, legal and political developments affecting education and educational policies in the California State University system. ACSUP provides a forum for faculty to express opinions on educational topics such as the joint doctorate or the current proposed revisions of the state Master Plan. Our positions on educational policy are communicated to the Chancellor's office, the Statewide Academic Senate, the Trustees and members of the State Legislature. ACSUP is the only faculty organization recognized by HEERA (Higher Education Employer-Employee Relations Act) as a bona fide association. As such, we may not be concerned directly with issues of wages and employee monetary benefits, but are able to concentrate our energies and attention to educational policies and the attainment of quality education for the citizens of our state. Through our publication, The Voice, distributed free to all members of the campus community, we attempt to help keep you abreast of current events affecting the educational policies of the State University system. We hold an annual statewide conference at which time delegates from the campus chapters assemble to discuss their opinions, exchange information and formulate positions on educational matters. Our statewide conferences present an excellent opportunity for members to become acquainted with many of the educational issues we face and to report back to their local chapters on these issues. We also sponsor Academic Conferences focusing on specific topics relevant to the concerns of CSU faculty.

A BRIEF HISTORY

In the summer of 1925, when the State Colleges were six in number, and were separately governed by the Department of Education, a group of instructors from Chico, Fresno, San Diego, and San Francisco discussed the need for an organization to work toward improving the professional status of the faculties of what were at that time the California State Colleges. These discussion resulted in the creation in 1928 of the Association of California State College Instructors. In the ensuing years the purpose of the founders bore fruit: The A.C.S.C.I. came to be recognized as the only organization representing exclusively the views of the California State College faculties before legislative committees and the governing board of the State Colleges. Thus in these early days, long before unionization, A.C.S.C.I. on behalf of the faculty of the California State Colleges negotiated such central bread and butter issues as faculty salary scales, sabbatical leave and tenure systems, regulations granting hearings in the cases of demotion and dismissal and other related issues. It also set system-wide academic standards and redefined the function of the Colleges to emphasize liberal arts and to include research and graduate studies. Finally it oversaw the creation of an academic senate at each campus as well as the state-wide academic senate and the establishment of a separate administration for the State Colleges. Since these early beginnings, several significant changes have taken place. For example, in 1959, A.C.S.C.I. changed its name to the Association of California State College Professors. In 1961, as one outcome of the Master Plan Study and after several years of involvement of ACSCP, the Colleges were placed under the administration of a Chancellor and a Board of Trustees, appointed by the Governor, and were removed from the jurisdiction of the Department of Education. Finally, after a few more years when the system finally became the known as the California State University, the last modification took place creating its present name, Association of California State University Professors, or ACSUP. When collective bargaining was introduced into the System in the 1970's, ACSUP, by statewide ballot, chose a different route; that of a bona fide association of the CSU which is concerned with improving academic quality and providing for its members a center for information about the CSU including summary of the proceedings of the Board of Trustees and the State Wide Academic Senate, as well as providing opportunities to expand professionally through participation at academic conferences sponsored by ACSUP and now undertaking discussions on an Internet bulletin board. * * * * * * * *
