Costa Mesa Senator Jack Scott, Ph.D. - Legislative process and current issues in California's higher education The State of California Sub Committee on Higher Education, consisting of six senators, is chaired by Senator Jack Scott, who also serves on a number of other standing committees which are part of California's legislative structure. Jurisdiction includes bills and issues related to higher education and educational personnel.
